Radio Planning and Optimization Team Leader - Network Planning and Optimization

The key Responsibilities:

  • Analyze and validate the provided inputs related to coverage and growth target.
  • Validate the yearly plan for Radio Access Network development plan including the Transmission needs, following the Client Radio Engineering Guidelines.
  • Ensure to provide to Transmission and Core Planning Experts the inputs necessary for the yearly plan and validate the provided outputs.
  • Review and validate with Network Implementation Department the feasibility of rollout and agree viable RFS dates (Ready for Service).
  • Ensure that capacities are required for RFS dates, accounting for Capacity Margins as defined by the Customer Radio Engineering Guidelines.
  • Coordinate the preparation of technical specifications for RFQs (Request for quotation).
  • Ensure the delivery of Site Search Forms to Network Implementation Department.
  • Ensure that approval of site candidates is done and the escalation process is followed.
  • Ensure timely completion of detailed Engineering Validation Plans.
  • Coordinate the preparation of technical BOQ and Site Specifications for RFQ if there is any RFQ (Bill of Quantities).
  • Ensure that the Customer Engineering Guidelines are respected by the team.
  • Ensure that network and elements configuration data for commissioning are provide in time.
  • Ensure that support is provided to Network Operation in integration of new sites to the network.
  • Ensure that post-integration testing and performance analysis, to verify proper functioning of the network, are in compliance with specifications and design.
  • Ensure that support is provided for Network Operation and Network Implementation Departments in Acceptance.
  • Ensure that specific performance issues are identified and handed over for investigation and resolution by Performance Analyst (high level end to end performance analysis).
  • Analyze and validate the proposed Action Plan where deviation from MS Contract KPIs has been detected to optimize the network performance and comply with MS Contract KPI and Capacity Margins.
  • Validate Work Orders or huge Change Request for network alteration as by Network Operation Department based on agreement on optimization Action Plan.
  • Analyze and validate the best timely and costly overall antenna adjustment scenario to offer the requested commercial service and avoid service redundancy for resources management relaxation.
  • Analyze and validate the best overall frequency, code, or cell identity scenario meeting the best combination to avoid internal network pollution and meet the quality target.
  • Validate the resulting Work Orders or Change Request for the Network Operation or the Network implementation department.
  • Define and set individual and collective objectives (KPI’s) for the team, cascaded down from the general department objectives, within the performance review process.
  • Evaluate individual and collective objective achievements in consultancy with the department manager.
  • Optimize and improve the team performance in terms of organization and proper size. Highlight specific training needs.
  • Supervise and follow up the team’s day to day activities, define priorities, and choose orientations.
  • Organize and run regular team meetings to cascade information and collect information (issues, problems, difficulties) for senior management, if necessary.
  • Motivate and engage the team through regular communication and monitoring of the teams.
  • Promote a positive working atmosphere within the team. Mediate and address conflicts, if necessary

Qualifications & Experience:

  • At least 7 relevant working experiences within the mobile or telecommunications industry related to Technical Filed. BS degree in technical fields.
  • Knowledge of modern cellular (GSM) radio and transmission systems networks.
  • The radio propagation and signal management.
  • The Radio Access Network architecture, dimensioning, cell planning and network cell integration.
  • The radio line engineering.
  • The radio interface channels, main protocols and soft parameters.
  • The radio interface OSS and measurement performance and KPIs.
  • The Mobile networks technologies (GSM, GPRS, EDGE, UMTS, HSDPA, HSUPA,H+, LTE)
  • Excellent knowledge of process of the Network Planning and Optimization in a Telecom the Client for 2G (and UMTS/LTE is any) and the constraints related.
  • As working in start-up company, to exhibit a degree of ingenuity, creativity and resourcefulness.
  • Ability to work with many dedicated tools (Google earth, map info …)
  • Ability to understand technical guide book.
